AMOSUP Organizes Forum on Magna Carta of Filipino Seafarers During Day of the Seafarers Celebration

Manila, Philippines — The Associated Marine Officers’ and Seamen’s Union of the Philippines (AMOSUP) organized a timely forum on Republic Act No. 12021, or the Magna Carta of Filipino Seafarers, as part of the nation’s observance of the Day of the Seafarer. The event aimed to inform and empower Filipino seafarers by providing a deeper understanding of the new law, which protects their rights and promotes their welfare throughout their maritime careers.

AMOSUP President Dr. Conrado Oca encouraged active participation in the discussion, stressing that knowing the provisions of the law is essential in safeguarding the welfare of mariners. He emphasized that the Magna Carta is a milestone for the maritime industry, but its true value lies in how well seafarers can use it to assert their rights.

Atty. RJ Cantos, Chief of the Legal Division of the Department of Migrant Workers (DMW), led the presentation and provided a comprehensive overview of R.A. 12021. He explained how the law addresses recruitment practices, onboard working conditions, occupational safety, repatriation procedures, and post-employment benefits. Cantos highlighted its alignment with international conventions such as the Maritime Labour Convention (MLC) 2006 and the Standards of Training, Certification, and Watchkeeping (STCW).

Joining him in responding to seafarers’ concerns were Atty. Jesus “Jojo” Sale, AMOSUP Vice President for Internal Affairs and Commissioner of the Social Security System (SSS), and Atty. Emmanuel “Noli” Partido, Head of AMOSUP’s Legal Affairs Office. Both provided clarity on practical legal issues affecting seafarers and reassured participants of AMOSUP’s support.

The event served as a meaningful platform for legal education and dialogue, equipping Filipino seafarers with knowledge to uphold and assert their rights.
