Senate Support DMW and OWWA’s Proposed 2026 Budget

The Senate has expressed full support for the proposed 2026 budget of the Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA), underscoring the vital role of overseas Filipino workers (OFWs) in sustaining the country’s economy.

During the Senate Finance Sub-Committee K deliberation, lawmakers affirmed that OFWs deserve comprehensive government assistance and protection in recognition of their service and sacrifices. The proposed budget aims to strengthen the delivery of programs and services that ensure the welfare of Filipino workers abroad and their families at home.

DMW Secretary Hans Leo J. Cacdac reported that the Department initially requested ₱2.4 billion for the AKSYON Fund in 2026; however, the amount was reduced to ₱1.2 billion under the National Expenditure Program (NEP). Meanwhile, OWWA Administrator Patricia Yvonne Caunan noted a similar decrease in allocations, particularly for the Alagang OWWA program that supports OFW lounges in airports.

Recognizing these reductions, several senators moved to amend and restore the proposed funds to their original levels, emphasizing that the DMW must continue maximizing its budget to enhance the safety and welfare of OFWs and their dependents.

In 2024, OFW remittances reached approximately ₱2.2 trillion—equivalent to 8.3 percent of the country’s gross domestic product (GDP). Despite this significant contribution, the DMW’s proposed ₱10.2 billion budget for 2026 remains relatively modest compared to the economic impact of Filipino workers overseas.

The Senate’s endorsement of the DMW and OWWA budgets marks a continued commitment to strengthening programs that protect and empower millions of Filipinos working abroad upholding their legacy as the nation’s modern day heroes.
