GOOD NEWS: Philippines Maintains Global Recognition for Excellence in Seafarers’ Identity Document

The Philippines has once again secured its place among the International Labour Organization’s (ILO) list of Member States that fully meet the minimum standards for the issuance of Seafarers’ Identity Documents (SIDs). The Maritime Industry Authority (MARINA) confirmed that the country continues to comply with the rigorous requirements under ILO Convention No. 185, reflecting its strong commitment to the rights, welfare, and security of Filipino seafarers.

The reaffirmation was made during the ILO Governing Body’s 355th Session, where a dedicated Review Group—composed of international organizations and representatives from ratifying countries—endorsed the Philippines’ adherence to updated technical processes and procedural guidelines. As of this report, the official correspondence from the ILO is still awaited.

In a statement published on 19 November 2025, the ILO emphasized that the assessment and Review Group findings supported “the maintenance of the Philippines on the list of Members which fully meet the minimum requirements referred to in Article 5, paragraph 1, of the Convention.”
